ABOUT NIPSTA
MISSION STATEMENT
To develop and provide high quality, cost-efficient educational programs that address the training requirements of fire, police, EMS, public works, hazardous material, and disaster response personnel.
The NIPSTA curriculum responds to the public safety educational needs and high professional standards of local government and private industry.

HISTORY
The Northeastern Illinois Public Safety Training Academy (NIPSTA) is an intergovernmental agency comprised of municipalities, fire protection districts, and other organizations located in the Chicago metropolitan area that have combined energies and resources to create a regional, state-of-the-art public safety training facility.
NIPSTA is designed to meet the needs of its Members by providing ongoing training of fire, police, public works, and other public safety personnel.
Located in Glenview, Illinois, NIPSTA was made possible following the 1993 announcement of the closure of the 1,100-acre Glenview Naval Air Station. The former federal parcel was conveyed to the Village of Glenview and has since been dedicated for commercial, recreational, and residential use as The Glen Redevelopment Project.
A significant amount of planning and research was performed during an exhaustive NIPSTA Feasibility Study, which was supported by 26 units of local government in Cook County and Lake County. The results of the Study are contained in a 250-page Master Plan that includes the design of the 20-acre training campus. An accompanying Business Plan prescribes the means by which the Academy provides high quality, cost-efficient training and educational programs to public safety personnel.
The multi-year, $29-million initiative was formally launched in October 2001 by 17 Founding Members. All members are now parties to an Intergovernmental Agreement, Contract and Bylaws, which has been duly executed by each jurisdiction. This document not only governs the activities of the Academy, but also sets forth the obligations and responsibilities of the members, and establishes an organizational structure that supports the Academy's Mission Statement. The members of the NIPSTA Board of Directors share a commitment to regional cooperation and economic efficiency.

MASTER PLAN
The NIPSTA blueprint for success is contained in the Campus Master Plan, which is a 250-page document that provides a strategic framework for completion of the Academy. Development of the Master Plan was an elaborate process that involved assessing the existing facility, benchmarking other similar training facilities, planning the NIPSTA site, and estimating probable costs for completion.
Implementation of the multi-million dollar, multi-year Master Plan is well underway today. A comprehensive educational curriculum is now available on-site. This training is complemented by specialized indoor and outdoor props on a spacious 20-acre Campus. Funding from the public and private sectors supports the expansion of NIPSTA programs and facilities.

On October 3, 2006 the NIPSTA Board of Directors approved an Attainment Plan, a document which represents the collective effort of the NIPSTA membership to fulfill its mission as a cooperative approach to emergency preparedness and response. The goals and objectives provide a multi-year outline of Academy strategies for success.

GOVERNANCE
BOARD OF DIRECTORS
The NIPSTA Board of Directors serves as the governing body that makes all final policy decisions, sets goals and objectives, and is responsible for the governance of the Academy. The NIPSTA Board of Directors is comprised of representatives from each of the Members.
The NIPSTA Board of Directors meets bi-monthly on the NIPSTA Campus at 1:00 p.m. on the following dates:

OFFICERS
President
Joseph DeLopez, Village of Winnetka
The NIPSTA President is the Chief Executive Officer of the Academy and presides at all meetings of the Board of Directors and the Executive Committee. The President also signs all resolutions and other policy statements adopted by the Board of Directors, and executes contracts entered into by the Academy with other jurisdictions or private business enterprises.
Vice President
Timothy Wiberg , Village of Lincolnwood
The NIPSTA Vice President serves as presiding officer in the absence of the President and represents the Academy as directed by the President or in the President’s absence. The Vice President also chairs the Training Council, which is comprised of the chairpersons of each NIPSTA training committee.
Secretary
Alan Wax, City of Highland Park
The NIPSTA Secretary is responsible for keeping all official records of the Academy and for taking minutes of all meetings of the Board of Directors. The Secretary is the custodian of the Corporate Seal and attests the signature of corporate officials as required on necessary legal documents.
Treasurer
George Van Geem , Village of Niles
The NIPSTA Treasurer is responsible for overseeing all financial operations of the Academy, including accounting for all revenues and expenditures, preparation of the annual budget, and authorization of all warrants for payment of all goods and services acquired by the Agency. The Treasurer also causes an annual audit to be completed by an independent certified public accountant.
EXECUTIVE COMMITTEE
The NIPSTA Executive Committee is responsible for overseeing the Academy’s day-to-day operations, which are under the control of an appointed Executive Director. The Executive Committee also ensures the implementation of all policies established by the Board of Directors.

STANDING COMMITTEES
FINANCE & ADMINISTRATION COMMITTEE
COMMITTEE CHAIR: Paul Harlow, Village of Glencoe
The Committee is responsible for establishing Academy accounting and budgeting policies and procedures. Committee members also oversee the preparation of the annual budget and the annual financial report, and establish all insurance limits, personnel policies, and procurement guidelines. FIRE/EMS TRAINING COMMITTEE
COMMITTEE CHAIR: Ralph Czerwinski, Village of Skokie
The Committee is responsible for identifying, researching, and making recommendations related to the management and operation of fire, EMS, E.S.D.A., special rescue, recovery and mitigation activities to meet regional and individual fire service training needs. The Committee meets quarterly on the NIPSTA Campus on the following dates:
POLICE/LAW ENFORCEMENT TRAINING COMMITTEE
COMMITTEE CHAIR: Paul Tasch, Village of Morton Grove
The Committee is responsible for identifying, researching, and making recommendations related to police functions, management, special operations, E.S.D.A., tactical needs, and community-oriented policing to meet the training needs of police departments individually and collectively. The Committee meets quarterly on the NIPSTA Campus on the following dates:
PUBLIC WORKS TRAINING COMMITTEE
COMMITTEE CHAIR: Andy DeMonte, Village of Morton Grove
The Committee is responsible for identifying, researching, and making recommendations related to water, sewer, streets, and other training needs for associated municipal services. The Committee meets quarterly on the NIPSTA Campus on the following dates:
PRIVATE INDUSTRY TRAINING COMMITTEE

The Committee is responsible for identifying, researching, and making recommendations associated with assistance to or from local governments to or from the private sector in order to develop mutually beneficial training programs and activities. FACILITIES & GROUNDS COMMITTEE
COMMITTEE CHAIR: Wayne Globerger, Village of Glenview
The Committee is responsible for overseeing the management of all facilities, equipment, and grounds, including the development of plans and specifications for construction of the Academy. The Committee meets quarterly on the NIPSTA Campus on the following dates:
