NIPSTA hosts this one-of-a-kind program, which is instructed by the U.S. Department of Homeland Security. Managing Civil Actions in Threat Incidents (MCATI) provides state and local law enforcement personnel with the knowledge and skills necessary to prepare for and successfully mitigate threat incidents involving civil disorder.
The three-day program combines classroom instruction with numerous field exercises and drills that allow responders to apply concepts and tactics in a safe, controlled training environment.

Demonstrator tactics used in civil disorder events
Riot Control Agents (RCA) used in civil disorder events
Less lethal rounds - primary purpose and conditions of use
Responsibilities of arrest team members
Appropriate team tactics for controlling disorder
